Peppermint Cookie states that her feelings to the moon must be very strong. On the penultimate floor, the final Memory Fragment says what Sea Fairy Cookie calls the Purest of Heart is at the top of the tower, as close to the moon as Sea Fairy Cookie could put it.
In the event, Sorbet Shark Cookie translates a Memory Fragment where Sea Fairy Cookie says she may never return and wishes she could see the moon again. It is likely she used the waves she created to try and reach it, and they formed a tower when they were frozen, leading to the creation of the Tower of Frozen Waves. In the last three floors of the Tower of Frozen Waves event in Ovenbreak, the background shows Sea Fairy Cookie frozen while she reaches for the moon. In her Kingdom gacha draw animation, she is shown to be reaching towards the moon when the ice encasing her breaks and she is revived. Despite them never mentioning Moonlight directly, many of them reference her missing someone or recalling something in her past: presumably Moonlight, since she is an integral part of Sea Fairy's story. Her quotes in the original Korean version of the Cookie Run games are much more focused on love towards someone else, while in English they are more reminiscent of fate. Sea Fairy is often portrayed through canon material (voicelines, official arts, etcetera) to have a strong desire for reaching/loving the moon. Sea Fairy has been yearning to see Moonlight again since that day though the two have been featured together in comics commissioned by DEVSISTERS, those stories are not canon, and there is no indication that they ever met again after that day. Sea Fairy had been cursed to turn into sea foam were she to ever release her sword, and was suffering greatly because of this-however, meeting Moonlight "saved" her from her pain, though it's unclear as to how. It's a common headcanon to depict Sparkling Cookie making drinks with Herb's flowers, or simply watching him gardening, amused.Sea Fairy and Moonlight once met in the distant past.

The story implies that the Cookies present are a group of friends, and they kept meeting after that day. But one last effort did manage to succeed: they would meet earlier in the day. The promise was made so swiftly with no chance to interject. Somehow, the suave bartender convinced all three of the Cookies to return another day for a tasting. Their conversation arrives at Sparkling's newly-crafted blends. Sparkling Cookie ends up joining the conversation as well, as he wouldn't be Sparkling if he didn't suggest refreshments for his regulars. Just as Herb sees a means of escape, Mint Choco Cookie appears next to them and asks Herb if he has any suggestions for a new drink. Before he can receive it, however, Vampire Cookie appears and starts making conversation with him out of the blue. In the Bond story "Juice Bar Regulars", Herb Cookie makes his way to Sparkling's Juice Bar after hearing of a new concoction of herb tea. Herb Cookie says that this is a great idea and he will make a flower pot for him. He says that maybe he should look into flowers that can be grown indoors. He says to Sparkling Cookie that he should try gardening too, in which Sparkling Cookie replies that he would try it, but he doesn't have a garden to start it. He says that he likes his flowers, and Herb Cookie thanks him, saying it's his favorite hobby. At the start of the story, Herb Cookie is seen taking care of some flowers near the town, when Sparkling Cookie spots him.
